Regarding crimes of aggression 

of the United States of America and the Zionist regime  against Iran

The Embassy of the Islamic Republic of Iran strongly condemns the aggressive military actions of the United States of America and the Zionist regime against Iran. These actions have no justification under international law or the laws of war and constitute a flagrant violation of international law that could be considered a war crime. All incidents are being documented by the relevant Iranian authorities.

According to the United Nations Charter, Article 2, Paragraph 4, the use of force against the territorial integrity or political independence of any state is prohibited, except in cases of self-defense or when authorized by the Security Council. None of these conditions have been observed in the current aggression.

Before the attacks began, Iran was engaged in good-faith negotiations with the United States, mediated by the Government of Oman and in cooperation with the International Atomic Energy Agency. However, these negotiations were blatantly used as a pretext, and the attack occurred before any agreement was reached.

On the first day of the joint aggression by the United States and the Zionist regime, Iran’s Supreme Leader, Ayatollah Khamenei, and several senior officials were martyred. A girls’ school was also targeted, resulting in over 170 casualties. Additionally, several civilian infrastructures and residential areas were damaged on the second day of attacks:

  • The 17-story Gandhi Hospital in northern Tehran, one of the largest medical centers in the country, was attacked, causing heavy casualties among patients and medical staff.
  • Tehran’s Niloufar Square was targeted, killing at least 20 civilians and injuring many more.
  • Narmak Square and dozens of residential areas in Tehran and other cities were attacked.

These illegal actions represent a clear violation of the principle of the prohibition of the use of force in the UN Charter and were carried out with the aim of instilling fear in Iranian society.

On the third day of the illegal attacks, airstrikes continued in urban areas. According to the Iranian Red Crescent, over 555 civilians were killed. Among the victims, 159 girl students were martyred in an attack on an educational center. Tehran’s central emergency department was also targeted.

US and Zionist forces even attacked one of Iran’s historic and cultural heritage jewels, Golestan Palace, whose origins date back to the 16th century and has been on UNESCO’s World Heritage List since 2013 for its exceptional historical, artistic, and architectural value. Although priceless artworks had previously been moved to safe locations, the palace itself suffered heavy damage, demonstrating the aggressors’ intent to harm not only the Iranian people but also the essence of the nation’s timeless history and civilization.

Over the past days and nights, US and Zionist forces have continued widespread attacks on residential areas, public infrastructures, and national institutions, in blatant violation of the laws of war. Neighborhoods in Tehran, Urmia, Isfahan, Kermanshah, Hamedan, Qom, as well as Bandar Jask and other cities, have been targeted by airstrikes, resulting in massive material damage and civilian casualties. These attacks have also struck local police stations, hospitals, medical centers, and communication infrastructures, including the Islamic Republic of Iran Broadcasting building, which had previously been targeted during Israel’s June 2025 aggression.

In total, nine hospitals have been hit, suffering severe human and material losses, despite their primary mission being to save lives. The Presidential Office and the Supreme National Security Council in central Tehran have also been targeted.

Six days after this brutal military aggression by the Zionist regime and the US, American leaders remain unable to coherently and convincingly justify these attacks. Their constantly changing and desperate statements regarding the objectives of this aggression speak for themselves. US officials have failed to convince both their domestic public and Congress and have lost credibility internationally, unsure how to conclude the war they initiated alongside the Zionist regime.

Blind bombings targeting Iran’s civilian population continue to escalate. US-Zionist forces no longer even attempt to conceal their reckless attacks on clearly civilian targets, including purely residential neighborhoods, squares and public spaces in city centers, hospitals, medical centers, schools, infrastructures, civilian transport planes, fishing ports, and similar locations. This criminal strategy has caused a steadily increasing and catastrophic number of civilian deaths, with the Iranian Red Crescent reporting over 1,000 civilian martyrs and several thousand injured.

It is now evident that some previous attacks, described by some observers and politicians as “tragic misfires” or “unintended damages,” were in fact deliberate and calculated. The systematic and repeated nature of these attacks against civilian targets demonstrates a conscious intent to terrorize ordinary people.

Notable recent attacks include:

In Tehran, multiple residential neighborhoods, particularly in the east and northeast of the capital, were heavily bombed, causing numerous casualties and severely complicating rescue operations.

In Azadi Square, a symbolic site in central Tehran, many pedestrians and drivers were killed or injured in attacks deliberately aimed at crowded areas.

Payame Noor University’s sports facilities in Tehran were targeted, resulting in the martyrdom of several students.

The Zalian Road Rescue and Emergency Base between Khorramabad and Borujerd in western Iran was attacked, killing at least three emergency personnel.

In Kuhdasht, at least eight civilians were killed in residential bombings.

In Karaj, northwest of Tehran, several residential neighborhoods were heavily targeted, with casualties still being assessed.

Isfahan and surrounding areas, including Najafabad, Fereydan, and Shahreza, were hit in a new wave of attacks, resulting in several deaths and numerous injuries.

Cities such as Kermanshah and Shiraz have also suffered extensive damage, with some residential buildings completely destroyed while rescue teams continue searching for survivors.

These repeated, blind, and organized bombings against clearly civilian targets are unmistakably war crimes. Their recurrence leaves no doubt that the primary goal is to intimidate and break the morale of the Iranian people, reminiscent of the criminal bombings of civilians in London during World War II.

In a horrific atrocity at sea, about 2,000 miles from Iran’s shores, the U.S. struck the frigate IRIS Dena in international waters without warning, killing more than 80 of the nearly 130 sailors on board.

During these US-Zionist aggressions, Iran also faces an unprecedented intensity of information warfare. Despite fact-checking units in some media, many networks and platforms are inadvertently drawn into waves of misinformation disseminated directly or indirectly by the US and Israel. For example, some news outlets previously suggested that the Supreme Leader was in deep underground shelters or abroad, while he was actually in his Tehran office with some members of his family, all of whom were martyred. These distortions are part of a deliberate psychological and informational warfare strategy aimed at tarnishing Iran’s image, discrediting official sources, and preparing public opinion for further wars and sanctions.

Iranian public response:

Since the assassination of the Supreme Leader, hundreds of thousands of citizens have gathered nightly in Tehran, Mashhad, Shiraz, Yazd, and other major cities, demonstrating their presence despite bombings and threats. Media coverage and social media posts show crowds holding images of the martyred leader and Iranian flags, chanting slogans against foreign aggression. These gatherings are not mere mourning ceremonies but symbolize national unity and the Iranian people’s resolve to reject foreign dictates and defend their sovereignty and independence.

Attempts to destabilize Iran:

According to regional sources and political analyses, US and Zionist officials are attempting to exploit or support terrorist and separatist groups to create unrest and justify attacks on Iranian territory, echoing prior secessionist scenarios in other regional countries. However, Iran has maintained a diverse population of ethnicities, religions, and cultures united by a strong national identity for thousands of years.

Retaliatory measures:

In response to US and Israeli attacks, the Iranian Armed Forces have targeted military positions in occupied territories and US bases in the Persian Gulf with missiles and drones. These retaliatory actions, conducted under international law, target only military objectives and not host nations with historical, cultural, or economic ties to Iran. Iran emphasizes that such responses will continue until US and Israeli aggression ceases and the security of the Iranian nation is fully guaranteed.

Exposure of espionage and sabotage networks:

Regional reports indicate that several operatives affiliated with Israeli intelligence in multiple countries were arrested while planning terrorist operations aimed at creating tensions between Iran and its neighbors, revealing the provocative nature of some influence networks and underscoring the need for independent analysis of information in this wartime context.

International reactions:

Some international officials and organizations have expressed concern over attacks on civilians and medical infrastructures. The WHO Director-General noted damage to Tehran’s Motahari Hospital and emphasized the vital role of hospitals in crises, calling for their absolute protection under international humanitarian law. Other UN officials, NGOs, and several governments have condemned attacks on medical, educational, and humanitarian targets, but these condemnations have generally been cautious and not yet translated into effective action.

Islamic Republic of Iran will continue to act within the framework of international law and its right to self-defense, while extending a hand of friendship to the peoples of the region and the world who seek a just order based on human dignity and the genuine equality of nations, and firmly rejects any logic of domination, discrimination, or double standards.
